ACIP
In the year 2399, war broke out within the United Confederation of Interstellar Planets.  An organization known only as the Shadow Group had managed to get into positions of power within the United Confederation of Interstellar Planets.  In order to secure their power, several arrests of key officers within UCIP were ordered, and the disappearance of the Commander in Chief was executed.  What followed was a time of strife, with Federation ships firing upon Federation ships under the orders of Rear Admiral Za`Kal (Fleet Commander, Starfleet) with the cooperation of Commander Delane (Fleet Services Commander) and Rear Admiral Tiffany Bordeaux (Acting Commander in Chief).

The year is now 2400, the United Confederation is broken, and in it's place, a new, looser organization has been formed, the Allied Confederation of Interstellar Planets.  Commodore Evelyn Hawke, rescued by her old ship, the USS Intrepid, has been placed back in the position of Commander in Chief, the only one trusted enough by all fations within the Alliance to lead the Alliance through troubled times...

STARFLEET
Crippled and damaged by the Insurrection, full of distrust within their own government, Starfleet is now trying to rebuild that which was destroyed.  With threats like the Red Sect and the Panthers working against them, it is a slow and painful task, and civil war looms over the Federation's head, threatening to once more break out, perhaps to destroy the Federation, once and for all.
ROMULAN STAR EMPIRE
Enmeshed in their own civil war, the Romulan Star Empire only received scant information about Starfleet firing on Starfleet.  Full of suspicion and distrust, they have stayed away from Federation space, not wishing to be involved.
KLINGON EMPIRE
A tenuous treaty exists between the Klingons and the Federation, no more than a Non-Aggression pact, it serves to define the borders between Klingon and Federation space.  Still recovering from their own civil war, the Klingons have taken a stance of non-interference with Starfleet, leaving them to sort out their own problems while the Klingon Empire rebuilds.
PANTHERS
Led by Admiral Blake, their members were genetically altered killing machines, when this group was officially disbanded by Starfleet, all members' minds were rewritten and they were returned to normal society. Admiral Blake later tracked each of them down,  restored their memories, and formed this group back up. Under  his control, they continue their reign of terror begun durin the Insurrection, blockading, rading, and staging strikes upon colony worlds in the search of profit.
RED SECT
A covert criminal organization set up by Admiral Blake, it is now rumored to be run by John Tobias.  Their motivation is control and profit.

ADMIRAL BLAKE
An Admiral of Starfleet gone bad.  Working against the founding principles of the Federation, he has created the Red Sect and the Panthers in an effort to increase control and profits.  In the Romulan War of 2398, he left a route to Vulcan open for the Romulans, allowing them the ability to attack and take over.  He has also helped the Broker to capture Starfleet Vessels, selling them to the Romulans.
THE BROKER
A Ferengi prescribing to the "old order" of the Ferengi, that of money above all else, he is obsessed with reversing the socialist governement that has developed since Grand Nagus Zek put in place his new policies to improve the profit margins.  He is known to have dealt with Admiral Blake on many occassions, and is rumored to have had a hand in the kidnapping of the Commander in Chief in the Insurrection of 2399.
TRADERS' GUILD
A group of Traders in the known universe, they are known for their fair trade deals, and rumored to be highly involved with the Black Market.  An honest guild, they have no business with the Red Sect or the Broker.  They consider themselves of a higher cut than the Ferengies. Their current leader is Vixen, though it is rumored that this may soon change.
